Community e-learning has been a powerful means to develop community education. It strengthened the system innovation of learning community construction further, vigorously promoted the development of learning society with "nationwide learning and lifelong learning", and improved the quality of the people. At the same time, the great-leap-forward development of digital community education construction laid a good foundation to realize the goals of community education planning goals during the Time of Twelfth-Five-Plan. In the era of informatization, promoting the community e-learning is the best way to improve the knowledge and quality of community residents. And it needs a convenient e-learning platform with abundant learning resources for community residents. Because of above reasons, this dissertation puts forward the demand of the development of community e-learning platform based on Web.With the initial survey for the demand of community education, the study of references, and the trial to existing network education platform of digital community, this dissertation completed the requirement analysis and design of community e-learning platform. For the system of distribution and the expansion of business, the dissertation choose B/S(Brower/Server) mode, Microsoft Visual Studio 2012, and Sql Server 2012 database. After completed the system architecture design, function module design, and database structure design, this dissertation determined the system’s main function modules, including user registration module, login module, user management module, access module, notification management module, statistics module, course management module, learning module, and course BBS module. Because the system based on B/S mode, the system has good expansibility, convenient maintenance, and rapid response and deployment when there are new requirements. This platform used three-layer architecture which had low coupling and high cohesion of design patterns. It can reduce information cost, extend and speed up the informatization construction.Through my efforts, I finished the system demand survey, system design, system development, and system testing. I learned more about software engineering system and increased my theoretical knowledge and practical ability.
