The community education is one kind of open education form, which needs to breakthrough the time and space limitation, realizes inhabitant's widespread participation; However causing this kind of possibility to reality, it ought to draw support from the information-based environment, and build platform of community education's network. The network construction of the community education should be done beforehand accordingly. For this, perfect lifelong education network should be designed and constructed which could extremely,promptly and conveniently meet the community member's varied studying needs, and enable each kind of educational resources to obtain the optimized disposition in the community; Moreover it also can assimilate the exterior resources outside the community, Integrate and share each resources for community inhabitant.This article firstly consults correlation literature material about"the community education","the information-based community education"and"the network of community education"with the document methodology , in comprehensively understands"the community","the community education"and so on, takes the lifelong education theory, the information accomplishment theory, the community kinetic theory as the theory supporting, combines with the web investigation to our country network of community education, On the foundation of overall analysis, it summarizes the existed questions of designing and constructing our country's community education, and thoroughly analysis learner's characteristic and the pattern of community education, which influences construction of community education's network. The article has explored the designing strategies of function module suiting local community education network, which can design the network of community education from three aspects: resources providing, propaganda function and the exchange from interacting of resources, and has pointed out the concrete content of various functions module.It can manifest its value with the theory applying in the practice. The main research results of this article is designing and constructing the network of community education of ChunLiu street in Dalian. Through the interview and the questionnaire, understanding the community's community education condition, inhabitant's characteristic and so on, proposes the design characteristic which community education network of ChunLiu street in Dalian should have, and has designed community education network of ChunLiu street in Dalian. It Hopes that the design ideas, the design characteristic and the facture process of this research will be an experiences for a more completely designing of the network of community education, which will adapt community member's needs.Finally the article briefly summarizes the insufficiency which the research work existing, and proposes the further research direction.
