With the establishment of lifelong education system and the widespread of lifelong education thinking, informal learning has caused widespread concern. Research shows that the results through informal learning is even more obvious, and the knowledge learned through informal learning is more important and valuable to people's work, study and life. The Virtual Learning Community, as a network-based virtual learning environment, has some typical features such as flexibility, openness and equality, therefore, it can provide good support to informal learning. However, through the analysis of references and empirical studies, I found that Virtual Learning Community mainly functioned as a platform for the support of E-Learning at present, it was generally organized by special training or educational organizations, which was not entirely suitable for the needs of informal learning, and didn't adequately reflect the function and value of Virtual Learning Community. Therefore, I will propose a virtual learning community which supports informal learning in this study, which is a brand new view.In this paper, I seriously analyze the development of Virtual Learning Community, the characteristics of each sTage, the elements and functions carried out, found that technical factors was one of the main factors affecting the development of Virtual Learning Community, and was the indispensable means which supported the design thinking. As the product of the Internet upgrading, Web2.0 has brand new ideas, services and technologies, such as Blog and Wiki. It stresses freedom, equality and openness, and focuses on the strength of the people, which coincides with the idea of informal virtual learning communities. Therefore, the emergence of Web2.0, plays great role in the development of the original virtual learning communities, including the guidance of design thinking and technical support. This paper attempts to introduce Web2.0 into the design for the model of Virtual Learning Community, and in conjunction with relevant learning theory and thought, to make it provide a better support to informal learning.In addition, the theory and methods of informal learning, learning organization and knowledge management can also provide guidance to the Virtual Learning Community from different levels. In this paper, I discuss the learning activities model, the flow and sharing model of knowledge, and the practice model of the learning organization in the Virtual Learning Community from three different perspectives, and ultimately design the theoretical model of the Virtual Learning Community based on Web2.0.Finally, under the guidance of RUP, referring to UML modeling language standards, based on the theoretical model, I design the technological model in order to make the model more operable.System development based on the model adopts B / S architecture, and uses Apache + MySQL + PHP platform to complete server-side programming. Client pages use Dreamweaver MX 2004 to design and development, Web style and color scheme use CSS to control, and interactive pages use PHP to program. I briefly realize the main interface pages of the Virtual Learning Community model in this paper, detailed design will be completed in the follow-up study.
