The Research On Emergency Response Plan Workflow Reference Model And The Interoperability

Emergency Response Plan is the scientific plan and scheme that made in advanced by government or enterprise to efficiently and effectively carry on the emergency succor, to abate the incident loss and is an important basis of emergency proceeding. Store the scientific and standard dispose process and measure in the Emergency Response Plan in a formally and computer readable way, and then we get the Emergency Response Plan workflow model. When the emergency takes place, the computer system can execute the proceeding follow the model to support the participants manage, dispatch, monitor and cooperative in the emergency .Finally realize that the information and resource can be fully shared and made maximum use.The Emergency Response Plan workflow model is the most important element in the emergency response systems. In this paper, we propose the Emergency Response Plan workflow reference model, to instruct the modeling of the workflow, and mainly show the inter-organization characteristic. Then we define the Emergency Response Plan workflow store model (XML Schema) to store the digital plan, the XML Schema can also be the medi-definition file to exchange workflow definition between heterogeneous workflow systems.Public emergency management is niter-organizational event disposal procedure, how to integrate all the legacy workflow management system in different organizations and build the inter-organizational workflow system--City Integrate Emergency Management System (IEMS) is the main problem we have to solve. Base on the hierarchy characteristic of the Emergency Response Plan we develop the hierarchy workflow collaboration framework, using Web Service implement the interoperability between heterogeneous workflow systems.We developed the IEMS demo to confirm the model and framework studied in this paper.
