Due to the requirement of more complicated communication techniques of industrial users, e.g. governments, coal industry, oil fields, and harbors, the communication industry need to greatly improve its ability to handle those complex situations and emergencies. The traditional voice communication will no longer satisfy the daily demands of those industrial users., while multimedia communication techniques are developed to meet the diversified demands. On the above premise, in this thesis, a Professional Communication system (Abbreviation Pcom) will be introduced to provide a variety of communication techniques, such as voice communication, video communication and Geographic Information System (GIS).As the renovation of the LTE base stations makes the LTE-based multimedia communication become possible, the Pcom system discussed in this thesis is just an advanced private network based on LTE network. This thesis is aimed to the design of the video communication subsystem which is important part of the Pcom system to provide a rich multimedia means of communication for industry user, where the most important techniques are video encode and video transmission. In this thesis, the most popular and efficient video encoder, H.264, is selected to satisfy the strict requirement of high efficiency and high quality. H.264 makes the real-time transmission possible and also fully utilizes the bandwidth network resource. Moreover, the video transmission protocol, RTP, further provides guarantees to the real-time services, such as video dispatching, video monitor, and video meeting.In this thesis, three multimedia communication techniques are demonstrated as following:The "real-time video communication" among different terminal devices in the private network; The "video uploading service", which uploads the real-time videos captured by the IP cameras to the dispatching center which is responsible for real-time surveillance of the whole network; The "videos storage service", which stores the videos and playback according to the real requirement.
