Multi_media communication is one of the most important communication technologies. Depending on the development trend, mobile communication and mult_media communication are the main technologies in the communication field. With the development of net work technologies, people becoming aware of that internet video communication is a rapid, convenient and direct way to communication. Not only in the governments, but also in the corporations and inhabitant's house,"visual telephoned "internet video telephone" are widely used because of the "SARS".People pay more attention to the technology's tendency for the rapid progress of the video communication. Recently, mobile communication has got a rapid development. And at the same time ,video communication based on the mobile communication becomes the tendency of the video communication and has roused people's interests. The third-generation mobile communication networks(beyond 3G/4G) can support the 100Mbit/s data rate, and even better. It can provide much more service, such as the audio, multimedia, even the real-media,and it supports the study of video based on the mobile communicate network.As the development and the study of the 3G going on, the video communication will have a bright prospect. But until now, it has been limited by transmission of picture and multi-media, and the coding of channel.This paper studies about the main factors which affect the video in the 3G net. Comparing with the forthcoming technologies, it puts forward a program that uses a modified algorithm based on the FGS of MPEG-4 to reach a higher codify efficiency and it will show us how to realize this program. At last, the paper discusses about the channel coding, and gives an advice on it.
