With the development of technologies, the Internet and mobile terminals have been the important carrier of intelligent life. With the integration of these techniques, Mobile library is exerting a subtle influence on changing the way we live and work. As a new service mode, the effect of this service not only needs the libraries’ efforts and innovation, but also needs to focusing on the user’s acceptance behavior. The recipient of the new technology is a user. Only users accepted this kind of new technology mode, mobile library services can realize its value. Besides, the user’s attitude to new service and behavioral intention will have a directly influence on the development of library. It is significant to study factors which influence the behavioral intention from the perspective of the users. According to those factors, we can guide and optimize the users’acceptance behavior. In this way, the library could attract more users. With the increasing of the users, there will be more user requirements. Only based on the users’ needs and mobile library technology, can libraries meet more personalized service needs.On the base of TAM theory and relevant studies, this article introduces three external variables in the model, such as social influence, perceived cost, individual innovation, and retains the tradition variables perceived ease of use, perceived usefulness and intention to use. Then it puts forward research hypothesis and uses a questionnaire to collect data to do an empirical research. The results found that the major factors that impact the user behavior are social influence, perceived cost, individual innovation and perceived ease of use, perceived usefulness. There are significant differences among the different occupational groups. Students’ behavioral intention is higher than staffs’, and students’ perception of the cost will be higher than other users.Finally, combined with the results of the empirical studies, it expects to provide certain guiding significance to the construction and development of library (School library or public library), and further improves the quality and efficiency of mobile library services.
