There is no doubt that we are in a networked information society. New technologies such as mobile Internet, big data, and cloud technology are growing at an amazing rate and deeply influencing people’s work and life. The country’s modernization and industrialization require informationization. Electronic Government is a key section in the information process. The electronic dealing of official affairs within the government is an important part of E-Government. The level of internal infomationization is of great significance on improving the administrative efficiency, conserving resources, and standardizing the work. In recent years, OA system has been widely utilized to realize the informationization, paperless, and automation inside government institutions.Office Automation, also known as OA, is the modernized office resolution that solves the problems of traditional office pattern, improves work efficiency, and promotes automation at office.It boasts many advantages: it breaks down the boundaries of departments among government, goes beyond time and space limitations, and makes official affairs more scientific, more standardized, more transparent and open. It is also an important measure to promote the construction of government ruled by law.With the improvement of government inforamtionization, the electronic trend inside the government also accelerated. Since 2010, departments of Dalian Committee stepped into the era of electronic administration. After two years of research and development, Publicity Department of the Dalian Committee successfully initiated the operation of OA system among its affiliated institutions. Department of collaborative office system currently popular J2 EE framework, B/S structure is adopted in the design, database using the powerful Oracle, combining with the actual needs of office, platform system also has an integrated commonly used office word, Excel, Power Point and other office software, and very convenient short message system, site navigation, and other practical functions. The system is installed in the workstation + thin client model of the hardware, is more conducive to play the system function. Contrast of the Propaganda Department of the authority of the traditional office mode, the level of use of the system in five aspects to enhance the propaganda ministry work, namely work efficiency improved significantly, accelerate the speed of the official document circulation; office costs drop significantly, from paper to pass information to transmit information without paper, paper, ink box office supplies significantly reduced; work process more standardized, unscientific human factors significantly eliminated, adverse wind and hidden danger can be eradicated; significantly enhance the working standard, work standards greatly enhance the sharing of information to facilitate the use of learning and training to improve the quality of personnel, personnel quality and reduce the occurrence of human error; system security level is higher.The followings are the main research of this paper:First, on the basis of systematic research on the development of electronic administration both at home and abroad, combined with the practical work of the publicity department, this paper analyzes the office needs of the department and conducts the system requirement analysis.Second, combined with the operational characteristics of the Party and government institutions and the current development situation of collaborative office system, based on clear design ideas, this paper completes system design and system implementation, and conducts necessary system testing, ensuring that the system is with low cost, high performance and good scalability.Third, the main functions of the system include: electronic document flow, transaction management, meeting management, cadre management, vehicle and office supplies management, etc.Fourth, through the research on the current situation and developing trends of the collaborative office system of the Party and government institutions, this paper puts forward improvement suggestions for the collaborative office system of the publicity department that could provide necessary reference for the future construction of the system.
