Along with the continuous improvement of system functionality and performance in basic telecommunication companies, are the increasing regulatory demands for higher standard of IT system. In order to guarantee the stable operating of all the IT systems within ChinaUnicom(Sichuan) and to level up IT service supporting, a new IT management system is thus needed.Guided by the two basic IT service theories, namely ITIL(Information Technology Infrastructure Library) and eTOM(Enhanced Telecom Operations Map), grounded on the practical needs of constructing IT service supporting system and the thought of “centralization” of business service systems, a supporting network management system based on B/S(Browser/Server) architecture is therefore designed and realized. This cross service system, implemented within the J2EE(Java 2 Platform Enterprise Edition) Platform and JMX(Java Management Extensions) Framework, containing unified UI, indexes, interfaces as well as standard procedures, covers four big service lines: human resources, procedure control, technical instruments and information management.The thesis first introduces the basic ideas of ITIL and eTOM, as well as the combined situations of the two basic theories. Out of the customers’ project requirements, the system designer carefully conducted substantial amount of surveys on the current situation of ChinaUnicom’s system operating and supporting, based on which, the general demands and the external relations of the system is analyzed through engineering software methods, the requirements of functionality, performance and data within the monitoring and service management subsystems are described, and finally the systematic relations, which are based on the monitoring and controlling subsystem, implemented on the service management subsystem, and linked by interfaces, are determined. Thus the integral structures supporting the network management system and the functional frameworks among varied subsystems are designed, and the specific systematic functions, interface as well as database design are defined. On the basis of the demand analysis and system design, the major functions after realizing the system are demonstrated and explained, a part of key codes are exemplified, the solution to system deployment and test is formulated according to the design demands of systematic functions, and the results of functional test and system realization are concluded and analyzed. Besides, the shortage and the future improvement of the system are also taken into consideration.The supporting network management system of ChinaUnicom(Sichuan) is constructed, analyzed and realized in the thesis, which forms a three-leveled monitoring of subsystems within BBS(Business Support System) and MMS(Management Support System) domains, including the platform, applications and business, builds up the electronic supporting ability of IT service procedures, meets the demands of Whole Network Management and Supporting in China Unicom Group Company, and promotes the informatization standard of ChinaUnicom and the internal IT service quality.
