The Design And Implementation Of Property And Goods Management Involved System For Public Security

The issue of case-related property management involved which is one of the most problems in all public security departments. As for lack of unified specification and regulations, and exist case-related property management which is not enough standard, even happened interception, misappropriation, exchange, damage or unauthorized handling etc in some places, which affect reliability of public security enforce the law and handle cases, reducing the masses satisfaction with law enforcement of the public security works. Since year 2011, China national public security department focus on remediation activity of the case-related property management. The Ministry of Public Security issued "Certain provisions of case-related property management".And provinces (municipalities), autonomous regions also implement the relevant rules and regulations. The case-related property management of remediation and regulation which protect Public security department and the people’s police ensuring the right ensure case handling smoothly, legitimate rights and interests of citizens, corporation and other organizations.In order to change the fall behind condition which case property fill by manual, low efficiency, low accuracy, and easy to confused etc as before, based on scientific guide, supported by national public security existing network, based on principle of handling and management separation, servicing actual case and servicing civilian, identifying the source, manage, storage, and legal disposal of the case property, under the supervision. Though research of case property management system, exploring case property new method of management. At same time, through advance management system make case, people, and goods three connection, which check case for checking goods, check people for checking goods, and check goods for checking case, checking goods for checking people, to insure case property registered, management, supervision on internet, improving efficiency and quality of case property management works.This article which makes the system overall design for the Public security department, considering kinds of property involved, transferred frequently etc actual condition, combine with law enforcement of Public security department, adopt scientific, useful, advanced, high efficient idea, combining mature useful technology, research and design case property management system. With the function of convenient input, management, which makes case property being as real-time management, classification statistics and supervision and inspection work, with adding warehouse type bar code management, with high improvement for transfer and enquiry accuracy and timeliness, and public security management level.As for design of system of this article, according with "Certain provisions of case-related property management" and "Shandong Province Public Security Bureau case-related property management implementation details", with principal for separating case and separating kinds of case property storage, standard process, according to actual request of Public security department for administrative cases and criminal cases, insurance action and fixed for legal seizure, detention, transfer, freezing, collection, advance registration storage and recovery and accept from other individuals or units goods, docs, and money, etc. when case property with information match together, "case follow" to be done in real-time of process; at same time, under strictly supervision which make case property origin and direction clearly, status and quantity accurately, with management, transferring, checking, supervision and statistics works conveniently, to safeguard the other legal rights and interests to insure all aspect law enforcement works smoothly.This article involved the Case-related property management system based on Public regulation as the standard, according to full analysis of actual demand of Public security department; with Unified Modeling Language (UML) as describe language to design, through J2EE multi-layer design architecture being support, which revitalize the Case-related property management system. The whole system including six model system, management of case property registration, case property storage management, case property supervision management, system maintenance management.This article which first discuss the situation of system research background and related aboard advanced country with domestic construction condition, and establish system request model, describe the whole process of the whole system, main problem which needed solve, then describe method for realize, finally to prospect the Public security law enforcement standardization and regularization.This system research & design based on the request. First step which is based on the request of system, design for system technology architecture, functional architecture, and security architecture; second step which is based on full system function model and database being details designed; the third step which make discuss and analysis based on several key problem of case property process; finally realizing the whole design and implementation.
