Design And Implementation Of Emergency Resources Guarantee System Of Safety Supervision

Human civilization developing so far, in front of all kinds of unexpected events, is still very fragile. In the first half of 2014, there are more than continuous occurrences of major accidents, which are in the state of the emergency system to improve the level of perfection. Resource guarantee is an important part of the emergency management system. Comprehensive resource support can ensure the emergency response and the smooth development of the follow-up emergency handling.Emergency resource guarantee mainly includes the management of emergency resource (material). The study of emergency management theory and technology in developed countries, such as America, Britain, France and other developed countries is early. They make emergency material management as an important part of emergency management system. The research and implementation of emergency materials management mainly includes the description of resources, inventory, dispatch, tracking and recovery etc. The current domestic research of emergency resource management is more of the emergency resource location and application response, resource scheduling and logistics distribution. In the system design and implementation, the current research mainly realizes the functions of resource pool, resource allocation, storage, maintenance and quick allocation. The scheduling model is the key consideration. The research about how Resource guarantee system gives full play to the function of resource management and guarantee, coordinates data exchanging among other systems, such as Control and dispatch system, fully combines emergency resources daily maintenance and emergency response, is not much. In this thesis, the author mainly completed the work as follows:(1) Completed the analysis of the application system requirements in the light of the characteristics of emergency resource management of safety supervision.(2) According to the design of requirements analysis, the idea of fully combining emergency resources daily maintenance and emergency response, proposed resource plan design, and according to the related literature, detailed design of given emergency capability assessment and interfaces between Resource Guarantee System with the other emergency systems.(3) Programed and implemented the Resource guarantee system according to the design documents.Through this thesis, the writer fully considered the Resource guarantee system of safety supervision based on business requirements, realized the basic function of Resource guarantee system, and realized interfaces with other systems such as Solutions system, Control and dispatch system, and gave the effectively integrating with other emergency systems. This thesis provides the reference of convenient and easy to implement information sharing between emergency systems, even building up Resource guarantee system of safety supervision of later.
