In more than60years since the founding of new China, the development of China’shydropower industry has made considerable progress, the number and size of hydropowerproject has skyrocketed. Hydropower projects construction and implementation plays animportant role in the national economic development, social progress and regionaldevelopment of the local economy. But due to the complex geological conditions inhydropower projects, the construction environment is poor, dangerous and difficult tocontrol when unexpected events occur. The occurrence of unexpected events will have aserious negative impact on society, and have a serious threat to life and property, and affectthe quality of the project and the smooth implementation of the scheme. For emergenciesthat may occur during the construction of hydropower engineering, building and perfectingthe emergency management system of hydropower project is particularly important.Emergency capability assessment work is a basic work for the construction ofemergency management capability to hydropower project, developing a scientific andreasonable emergency capability assessment indexes and regularly or irregularlyconducting a comprehensive assessment of emergency response capability has becomeChina’s hydropower sector facing an urgent task of emergency management. This paperfirstly in the reference of the experience of emergency capability assessment andpreliminary work at home and abroad, according to the own characteristics of hydropowerproject, puts forward emergency capability assessment index system of hydropower projectand uses rough set approach to simplify the indicator system; Then, on the basis of analysisof comprehensive evaluation methods, establishes an emergency capability assessmentmodel of hydropower project by combining BP neural network and D-S evidence theory forthe shortcoming of single BP neural network and DS evidence theory in dealing with theemergency capability assessment for hydropower project. The assessment model includessample data acquisition, data normalization, determination of index weights and calculationof the final evaluation results. Finally, discusses and analyzes the assessment result, putsforword countermeasures and suggestions for improving and optimizing specific issues,which can provide a theoretical basis and guideline for the emergency capabilityassessment and optimization of hydropower engineering.
