With the development of economic and society as well as the continuously improvement of urbanism, the influence scope of emergency incidents brought are getting worse. The solutions to allocate emergency resource rationally, maximizing the advantages of emergency resource, to provide more efficient emergency services when emergency incidents are of great significance in emergency area.The Emergency Resources Guaranteeing System researched in the paper is a subsystem of "Key Technical Research and Application Demonstration of National Emergency Platform System" which is organized by Emergency Management Office of The State GIS (Geographic Information System)is a composition of computer hardware, software and algorithms which was designed to support acquisition,management,processing, analysis and display of spatial data.With 40 years of development, GIS technology is becoming more perfect both in theory and technology, and expanding to each areas of society gradually. The application of GIS in emergency source guarantee work can supply us with visible management of emergency source and basis for emergency direction, and plays a very important part in improving the capability and scientific and technology level.By analysising three key technology that will be used in ERM:spatial data, WebService, WebGIS and data phrasing. It proposed optimization methods based on those technologies, especially the optimized Dijkstra algorithm which can improve efficiency and accuracy. Finally, the optimization methods are applied to make the system's overall performance greatly improved.
