At present, China’s production safety situation is still grim, production safety accident emergency rescue task is very heavy, due to our national security and emergency rescue system has just started, has not yet formed a rapid response emergency rescue mechanism to reduce the number of accidental deaths, reduce accident losses can notplay an effective role, there is an urgent need to speed up the construction of emergency rescue system. The establishment of the national production safety emergency rescue system is an inevitable requirement for the Government to fulfill its social management functions. Social management are important functions of the government, and the establishment of safety and emergency system is a very important task for the Government to deal with public crises, but also improve the basic requirements of the government crisis management capabilities.This thesis main research topics is the construction of national, provincial, municipal, county-level safety and emergency plans and emergency resources database management system and emergency resources database design and development. Emergency resource management system design in the functional structure of the enterprise information management, plan management, emergency response team management, the main function of the supplies and equipment management, expert management, GIS applications, statistical analysis and management, user management, data exchange management, and system configuration management module by the function module control coding to achieve real-time acquisition of the four clusters of the country’s contingency plans and emergency resource information, the audit reported, statistical analysis, GIS display and other functions, complete with the Office of the State emergency platform data sharing and data exchange function, improve the effectiveness of the work of the national safety supervision departments at all levels of emergency rescue. Operating system environment on the concrete realization of the technology roadmap, system development using Linux, the Oracle 10 g database, middleware server using Web Logic GIS ultra Figure GIS application system architecture uses B / S mode, using JSP, Java development, follow the J2 EE standard.
