Research On Planning And Implementing Strategy For Liaoning Mobile Transmission PTN Data Acquisition Project

With the widely construction of network of TD-SCDMA(Time Division-Synchronous Code Division Multiple Access) and increased demand for mobile full-service operation, the traditional SDH(Synchronous Digital Hierarchy) technology is difficult to cope with the impact of the construction of 3G base stations and meet the needs of transmission network Broadband. While, PTN(Packet Transport Network) technology enables to achieve to unified bearer full-service and converge network. It has high flexibility, low cost, high quality and high reliability features. Every mobile company’s construction of Transmission network is faced with change. The construction of transmission network based on PTN technology has become an inevitable choice to mobile company.In this context, the Liaoning Mobile company actively established PTN transmission data acquisition system platform project, decided to develop the unified collection platform project in joint Development ways. We choose Liaoning Mobile PTN transmission data acquisition project as the paper’s object, guide the construction of data collection system project platform as the basis of project management theory, project planning theory and methods. First, the paper study the theory of PTN technology, project management and system development methods, which does the theoretical groundwork for the subsequent study. Secondly, it discusses the necessity of the project from the knowledge platform, upgrade and maintenance of the adapters, data quality monitoring to the north and other three areas. It also describes the project objectives from the aspects of core business objectives and project system target. Then, the researcher conducts a technical project planning for acquisition platform project from several aspects of the positioning system, the scope of collection, architecture, planning functions, external interfaces and so on. From the perspective of project management, this paper develops human resources plans, cost plans, schedule plans and quality plans of the project, which make a clear direction for the development of the project. Finally, the paper describes the implementation control strategy of project in four areas of technology control strategy, cost control strategy, schedule control strategy and quality control strategy, which promote the process development and ensure achievement of the expected goals of the project. This study has reference and practical significance to the development of other mobile companies’ transmission PTN data collection platforms.
