Project, as a one-time effort to accomplish the expected goal under the specific constraints, it is widely existed in the present government,enterprises and government-sponsored institutions. In the field of research, with the establishment of the scientific fund and the expansion of the scale of national investment, all kinds of projects are not uncommon. Since the start of 2003, the Key Projects in Philosophy and Social Sciences of Ministry of Education made lots of achievements in the field which has great academic value and social influence, and it improved China’s philosophy and social science research level, enhanced universities’ ablity of solving major theoretical and practical issues.In this paper, I use the website of Chinese universities humanities and social science and CNKI database to study the key projects during "Eleventh Five Year" period(2006-2010). By using the bibliometrical method to analysis projects’ regions,institutions and disciplines distribution, project and leaders’ knowledge output and knowledge diffusion capacity, the achievements’ theme correspondence, in order to discover problems in academic production of the key projects and provide decision-making reference and management suggestions for the government and education department.The results showed as follows: the key projects’ undertaker mainly for the "211" and "985" universities in Beijing, Hubei, Jiangsu, Shanghai and so on, research covers a wide range, involving a total of 19 subjects, economics, politics, education,management science and law have more projects; projects’ academic productivity and influence is considerable, but the number of publications and citations discrete degree larger; Project leaders undertake the important research task, but there are still a small part of leaders dereliction of duty; In the project execution, a large number of outstanding scientific research personnel emerged, and thus produced a number of scientific research which have high quality and high level; Publications show highconsistency with the theme of project. The research found that part of the projects’ productivity is low, some leaders dereliction of duty, the influence of publications is not enough. In view of the above problems, this paper puts forward suggestions from four aspects to the social science fund and management of the key projects, that is,to improve the three-tier management system which include funding party, the contractor and researcher; optimize the whole process management which throughout the life cycle of the project; construct project achievements evaluation system which emphasis on creativity;strengthen team construction which makes project lesder as the core.
