Research On Construction Of Society-oriented Yueyang Archive Service System

The fundamental objective of archival work is to provide archive service to the public, which is an important factor for realization of the functions of an archive and promotion of development of archival undertaking. Thus, archive service is a crucial part of archival work; and collection, keeping, appraisal, opening and the like of archives are carried out with archive service as the focus. In 2014, the General Office of the CPC Central Committee and the General Office of the State Council issued Opinions on Strengthening and Improving the Archival Work under the New Situation, in which archives at all levels are asked to deepen the advancement of construction of “three systems” and to further improve the system and mechanism of archival work. The opinion of constructing an archive utilization system providing people with convenience is a very important part of the Opinions; and the opinion further defines the concept that archives in China serve the public and clearly points out a direction for construction of the archive service system, i.e., the archive service system should be oriented to the society and benefit all the people.The paper comprises the following six parts.Part I is introduction, wherein main accounts are given to the background and significance of the subject, the status of study of the subject at home and abroad, and thoughts and methods for studying the subject.In Part II, starting from the concept of society-oriented archive service, the paper defines the society-oriented archive service system and further analyzes the characteristics of the society-oriented archive service system, i.e., sociality, humanism, non-profitability and inclusiveness. In consideration of the characteristics, the society-oriented archive service system should include the following components: a people-oriented service concept, a scientific and reasonable archive management system, innovative service means, archival resources covering the whole society, a high-efficiency and down-to-earth archive talent team and a performance appraisal system participated by the public.In Part III, the paper introduces and analyzes achievements made in construction of the Yueyang archive service system according to the situation of construction of the Yueyang archive service system in recent years. For example, a new archive is about to come into use; construction of characteristic archive resources was strengthened; the overall quality of a talent team was improved; an archive service management system was perfected; great effort has been made to development of archive informationization; the forms of archival propaganda work were diversified;and archive service has favorably tilted towards individual users.In Part IV, the paper analyzes the problems of the Yueyang archive service system at present, e.g., lagging archive resources in the Yueyang archive, a single archive service manner, a strict approval system, lagging informationization, lacking of professionals and an imperfect feedback system. The problems are caused by a lagging archive service concept, an old management system and insufficient funds input of the Yueyang archive and lacking of archival consciousness of the public.In Part V, directed at the problems and causes, the paper puts forward the following concrete measure to optimize the Yueyang archive service system: emancipating our mind and establishing a people-oriented service concept; simplifying procedures and constructing a reasonable service management system; building archival resources covering the whole society on the basis of society orientation; improving service manners and strengthening informationization; reinforcing the subject and building a high-efficiency and down-to-earth archive talent team; and encouraging the free airing of views so as to realize service evaluation participated by the public.Part VI is conclusion, wherein conclusions of the paper are elaborated and inadequacies of the paper are analyzed and summarized.
