The Research On Community Archive Service System From The Perspective Of People's Livelihood

People's wellbeing contributes to social harmony, and improving people's wellbeing is the hope of the whole society. Only effective managing of the issue of livelihood can lay the foundation of a harmonious and stable society. In the Sixteenth National Congress, people's wellbeing was taken into the important national agenda. The government gives great priority to everything related to people's wellbeing, including education, employment, medical care, security and other causes. In the report of Seventeenth National Congress it was clearly pointed out in the eighth section, "we must accelerate social construction in order to improve people's livelihood, and make efforts to make people enjoy their education, employment, income, medical, retirement, and housing." At the closing of the NPC and CPPCC, the proposals focusing on livelihood issues accounted for 30 percent of all proposals. People's livelihood not only concerns the fundamental interests of the people, but also has effect on the overall situation of reform and development throughout the country. Addressing the livelihood issues is the basis for building a harmonious society.Archives service is the requirements of its own development. This is a very important opportunity for the development of archives service, as well as a challenge. Since the reform and opening up, China has achieved substantial development of archive service which, however, still falls behind the economic and social development. On the whole, the archives service is still weak. In the face of the new situation, the new requirements of the Party and government, and the people's expectation, the archives service must seize this opportunity to redefine its position, to fully understand its role, to and take its own responsibility. It is an important work to strengthen the construction of archive service in order to serve the people. To better satisfy the increasing use of the file by people, it is an important task and worthy of our consideration to update our service concept, improve the quality of the archives service.Archives services are of great significance to a community as well as for the whole society. Community, as a microcosm of a society, consists of the society. In a sense, the research of community is the starting point of the entire social studies. Compared with the larger society, the community is more concrete and easier to understand.This paper investigats the community archive service and built a community archives service system on theories of community archives service. This paper, from the people's livelihood, livelihood archives, community archives, file services, livelihood and other basic concepts and logic connection, suggests a closely related concept system. The present paper studies the archives service system from the attributes of resources, value and service; further analyses the elements of different systems, including subject, object, mechanism, infrastructure, staff and resource; and believes the existence of different mechanisms between the different elements.In order to testify the effectiveness of community archives service, the author investigated in Cuqiao Jin Long community, Wuhou district in Chengdu, Sichuan, and the investigation shows that the status of archive services is not optimistic. There remain many problems:inadequate attention, short of funding, and incomplete management facilities; simple archive services; various and unscientific management standards; chaotic community archives collection; unqualified staff and so on. To solve problems the above, this paper suggested by improving the collection, management mode, individualized service system and staff training. Firstly, from management levels, it is necessary to raise the residents' awareness of community archive, to improve management system and to build a unified management standard. Secondly, from the operational level, it is important to improve community archives collection, collation and utilization, to build electronic files for community relying on information technology, and to train staff in improving their management. The paper concluded with suggestions for further investigation of the community archive service so that the community will provide better services for residents. At last, the present paper proposes some expectation for community archive service.
