China is one of the most serious countries affected by natural disasters in the world, which have many kinds of disasters, high frequency of occurrence and serious loss. Traffic police forces, as a major force in the national emergency rescue system, must be constantly improve the ability of emergency rescue. In order to fulfill the requirements of the new army information mission, to enhance the combat effectiveness of troops, the traffic headquarters decided to develop a unified emergency rescue information platform, which can establish a complete and comprehensive information database on all aspects of emergency rescue and manage the digital model of emergency rescue elements.This system mainly realizes the functions of emergency rescue operation command, emergency rescue logistics support, emergency rescue political work, army management and so on. The emergency rescue command information system has been Initially built vertically through command- Corps- detachment of three units, and horizontally communicating national headquarters with the armed police headquarters interconnection. It realized the real-time commanding, auxiliary decision-making more scientific, and office management automation. This system Lays the foundation for the long period of construction of army information.This project was designed by using J2 EE architecture and B/S three layer architecture system. The open source lightweight framework technology and UML modeling method was adopted in every layer. This system meets the application needs which keep changing. It realizes the cross platform, distribution, security, transaction, scalable server-side component model, characterized by a high degree of encapsulation, low redundancy, high efficiency and so on.The emergency rescue information system has been built as a unified information system architecture model, which can accumulate reusable business software, service resource library, in order to achieve information resources sharing, software collaboration. It also realized the function of visual linkage of emergency rescue, improved emergency rescue capability.
