With the rapid development of mobile Internet, 3GPP released 4G standards, which researched the System Architecture Evolution(SAE) and Long Term Evolution(LTE) based on core network and access network. SAE/LTE achieve some features like all-IP network technology, separation of control plane and user plane, architecture partial flattening. MME is the critical element of the core network, while the malfunction of MME will take tremendous impact on the netwok. The technique of the MME POOL can achieve load balancing between the MME and take disaster recovery of the MME, thus maximize the utilization of equipment and improve the network stability.This paper researches the evolution and the architecture of core network, then lay emphasis on the principles of load balancing, overload control, load redistribution, disaster recovery of the MME POOL and the key parameters. Combined the project of design MME POOL netwok for one province, this paper introduces the process specific planning process, key performance indicators and key parameters for the design.After studied the static load balancing algorithms and dynamic load balancing algorithm.This paper establishes a load balancing and disaster recovery simulation process using MATLAB software, which based on the pure dynamic load balancing algorithm, together with simulation parameters of a MME POOL network design project. In conclusion, the MME POOL technique can achieve a good load balancing and disaster recovery between the MME, maintain the stability of the entire network.
