MSC Pool technology has been optimized and developed into 3GPP specification TS23.236 ever since it was initiated in 1999.MSC Pool has significant advantages on CN nodes disaster recovery,load balancing and simplification of network structure planning and O&M.Due to these advantages MSC Pool has been widely deployed on commercial networks by many international operators.MSC Pool technology is very mature nowadays and a wealth of experience and cases has been accumulated.Because of evolution strategy,domestic operators in some areas did not start MSC Pool transformation until a few years ago.I was responsible for IuCS over IP transformation project and engaged in MSC pool network design during my postgraduate period.So I can have a deeper research and analysis on the MSC Pool technology and its implementation,which contributed to the writing of this paper.Based on the analysis and research of 3 GPP technical specifications and literatures on MSC Pool network,this paper first discusses its key technologies and related sgnaling process.The advantages and the resulting issues of MSC Pool network are presented along the way.The solutions to these resulting issues are also introduced.Then,based on the concrete analysis of the existing network of BJ operator,the overall design of MSC Pool network scheme is put forward.This paper has researched all the aspects of MSC Pool network scheme,such as signaling/voice networking,capacity planning,load balancing,topology planning and disaster recovery planning.Preparations for the MSC Pool network scheme and related supporting requirements are also discussed.In the preliminary work of planning and design,the overall principle and planning process of MSC Pool network are established.Because A/IuCS interface over IP is an important prerequisite to exploit the advantage of MSC Pool load balancing feature,this paper also analyzes and studies the IuCS over IP transformation,and provides a concrete scheme of IuCS over IP for BJ operator.Finally,main rollout procedures to implement MSC Pool network for BJ operator according to the overall design scheme are introdeced.By analyzing and comparing related statistical KPI data,this paper concluds that MSC Pool network has a significant effect on load balancing,reducing inter-MSC LAU,as well as disaster recovery.The main innovations and achievements of this paper are as follows:1,Propose MSC/VLR and MGW two-stage load balancing program by combing with the load balancing algorithm analysis.2,Put forward the overall design scheme and the concrete implementation process of MSC Pool network based on through analysis of current BJ operator' network.Establish and improve the general principles and process of MSC Pool networking plan.3,Introduce project management methods and thoughts into MSC Pool network transformation project.4,Conclude and verify the significant advantage on load balancing of MSC Pool networking through comparative analysis of related statistical KPI data.
