As an important carrier of social and economic development, the relative efficiency of land intensive use which restricts urban sustainable development has become the main issue. On the background of Two Type of Society, the integration of Chang-Zhu-Tan makes the three cities more closely related,Chang-Zhu-Tan even become the economic growth pole of Hunan province. On the background of constructing a resource conserving and environmentally friendly society, and pursuing the integration of economic development, environment protection, and social development, Chang-Zhu-Tan city agglomeration becomes a must for urban development to enhance intensive land use and boost sustainable utilization of land.In order to boost the level of intensive land use, we have to evaluate the degree of intensive land use, which would be the basis of land use policy-making on the background of Two Type of Society. According to the status quo, analysis are made in the following aspects. We take Changsha-Zhuzhou-Xiangtan urban agglomeration as the research object, using the data of land for construction and correlative statistics of the economy and ecology in Chang-Zhu-Tan between1999-2010, a model of DEA is built to evaluate the relative efficiency of urban intensive land use; and using Path Analysis, the analysis of a moderate amount of economic benefit, social benefit and ecological efficiency output variables is carried out to find out the correlation. The results show that:(1)Based on which the relation between intensive land use and the efficiency of land use are analysed, the results are reflected by the input-output system. Besides, data envelopment analysis of the efficiency of land use is put into use to evaluate the degree of intensive land use;(2) In the cases of12years, the relative efficiency of urban intensive land use of Chang-Zhu-Tan cities agglomeration have obvious feature of time.During the two years2001and2006, the relative efficiency of urban intensive land use of Chang-Zhu-Tan city agglomeration was invalid. In addition, in2002, the relative efficiency of urban intensive land use of Changsha was invalid. The rest of the cities in other years were all valid. The results could distinguish the status quo of intensive urban land use.(3)Based on the results of the above, super-efficiency analysis of DEA which is used to put the valid DEA in order later on helps set up a goal of improving the efficiency of intensive land use. Compared with Zhuzhou and Xiangtan cities, the intensive land use of economic benefit change trend of Changsha city is most close to Changsha-Zhuzhou-Xiangtan urban agglomeration;the intensive land use of social efficiency of Changsha city play gap bigger with Zhuzhou and Xiangtan cities; the intensive land use of ecological super-efficiency in each change is not very big except in1999of Changsha city.(4) take the production factors such as labour, funds and investment input as the main factors of land intensive use relative efficiency, as well as super-efficiency DEA value as a dependent variable, using Path Analysis, the analysis of a moderate amount of economic benefit, social benefit and ecological efficiency output variables is carried out to find out the correlation. We draw money into intensive land use for the economic efficiency of the largest extent; consumption level of intensive land use for social efficiency extent is the largest; employees at the end of town for land use ecological efficiency of intensive effects is the largest.Study found that Changsha-Zhuzhou-Xiangtan urban agglomeration land use relative efficiency can also allocate to the best state; the super-efficiency of DEA quantitative depict intensive land use evaluation more practical;size with relevant analysis and principal component analysis, Path Analysis is more practical. This study of innovation reflected in the land use is combine research the three big benefit of the integration, research methods avoid the subjectivity of traditional evaluation method, Path Analysis is also looking to the land use efficiency of indirect influence factors, as a result, the induction can be applied as a reference in urban land intensive use policy making.
