Recently, our country decides to support the development of cultural industries, which create opportunities for the development of radio and television industries as an important part of the cultural industryt. Hebei Radio and Television Media Co. Ltd was founded in 2011 by Hebei Radio and Televison bureau for the development of Hebei Radio and Television Broadcasting Industry. Since the establishment of company, it is involved in radio and television systems integration business actively, and completed many projects which belongs to the Hebei Radio and Televison Bureau successfully. After these projects, the company’s ability has been improved significantly. Compare with other areas of IT industry, like China Mobile, China Telecom, the Raio and Televison Enterprises lacks the sense of competition, the conception of marketing, and no strategic planning system, which restricted the development of Radio and Television Enterprises severely. Although the strategy is not a panacea, but no strategy is absolutely not. Hebei Radio and Television Media Co. Ltd need to develop and implement a strategic plan urgently, which could make the company bigger and stronger. In this paper, a strategic research and development for the actual situation of Hebei Radio and Television Media Technology Co. Ltd will be made, and also for the sustainable development of ideas and methods of radio and television enterprises.Firstly, the introduction section include research background, significance of the research, research methods and the introduction of the main content. Then it describes the history and development process of Radio and Television industry, the strategic management theory and related domestic and international literature review, after then it analyze the external environment from the application of new technologies macroeconomic environment, domestic and foreign policy and the Five Forces Model. For more it analyze the internal environmental from the company’s qualifications, strength, organizational structure, human resources, management capacity and analyze the company in all domains from turn from internal strengths, internal weaknesses, external opportunities and external threats by using SWOT analysis and formulate the development goal and development strategy for Hebei Radio and Television Media technology Co. Ltd. At last, it outlines proposals for the enterprise operational mechanism, human resources, organizational structure, technology development, corporate culture which could put forward a strategic perspective, and concluded research studies and some deficiencies exist, and cited the problem to be studied in this paper.
