Design And Implement Of The Hengyang Local Taxation Bureau Information Intergration Platform Based On SOA

As the society is getting more information-driven, tax department, one of the major departments for social and economic development, has laid more emphasis on improving its information work. Since the founding of the tax department in 1994, the pace of informatization of Hengyang Local Taxation Bureau is at a constant speed, but due to the lack of top design and overall development, software systems are not compatible with each other and the tax information can’t be done well in mutual communicate integration problems. In order to further integration of tax information, improve the efficiency of information tube tax, retaining legacy software system, without too much government rent sector currently existing in details, through the clear service need, service interface to standardization, system integration will be different database, different platform, different languages, different function, formation of interaction and connection.According to the question of the above, this paper analyses the present situation of Hengyang Local Taxation Bureau, focuses on the tax software which are in the operation and use in the current time, tries to put forward the requirements and ideas according to the majority of taxpayers and tax officials’ ideas and requirements for local tax information integration platform and uses the SOA(Service-Oriented Architecture) technology to design and implement the system. Based on the above, this paper mainly tries to solve the following problems:First, achieve Single-sign on through the portal and construct a unified tax portal entrance to integrate the un-related software system such as tax collection system, so that the users can enter the corresponding system according to their needs through only one login. Use Apache Shiro framework for management of user authority unified, ensure that different users can achieve different functions.Second, provide short message sending service for the tax officials and taxpayers through the information integration platform by designing and achieving the connection of short message service and the platform. Access China Mobile network, sending and receiving short message services provided to mobile phone terminal user group.Third, reform the business interface transformation background of the software, will provide the original system integration services to Enterprise Service Bus, including tax collection, tax service platform, the housing stock assessment, tax reduction and exemption system and tax control machine system, by the collection system and tax system data exchange, information interaction as an example, to explore the implementation of synchronous transmission and the message of the data.Forth, analyze data from the information integration platform according to the actual needs of the tax work. Through the analysis of the tax revenue data for each sub unit, it can get result that the lowest unit, and generates the corresponding chart.The significance of this paper lies in: it works more closely to the local taxation, by introducing SOA design idea which is matured in the industry but new in the government, realizes the information integration in three levels and reduction of waste data in the system. Since the operation of the system in Hengyang Local Taxation Bureau has been very good use, it can save human resource and tax cost, realize the comprehensive utilization of data, and improve efficiency.
