With a characteristic of cross-region, multi-process, more decentralization and multi-service, the logistics industry is supposed to transition to informatization, modernization andglobalization, in order to adapt to the fast-paced, high-efficient, and multi-changing market requirements. China’s logistics industry started relatively late,with relatively weak hardware and software infrastructure. Meanwhile, regulators are not clear, lack of specialized logistics legal system, and there is no matching supervision software product, resulting in a large number of regulatory loopholes. Therefore, faced with complicated logistics enterprises and massive logistics data, logistics regulatory authorities require a service-oriented, reusable, and business-integrated information integration platform.The implementation of SOA technology in the informatization of logistics enterprises has made some achievements, however, its application in the field of logistics information supervision is still vacant. Logistics information regulatory system needs to dock with numerous logistics enterprises management system, which has an evident characteristic on diversification of data interface, functional modules, and service generalities. SOA standard service and loose coupling architecture can connect every relatively independent logistics information system, making the original loose information resources more compact, and interact as a service, which may reduce the operating costs and promote efficiency as for enterprises. In terms of regulatory authorities, they are helpful to avoid blindness of regulatory direction as well as operational guidance, so as to increase the value of information resources in logistics enterprises.The main contents of this study involve the following aspects:1. It is dedicated to clarify the purpose and significance of building logistics information supervisory system, through studying the situation of informatization of logistics industry in a province, and proposes the researching goal and content of developing logistics information regulatory system based on SOA ideology and technology.2. Requirement analysis of logistics information regulatory system. Analyzing the management model of logistics industry, this study proposes the overall construction demand of logistics information regulatory system in accordance with specific business requirements. It conducts analysis on the management processes and functional module of logistics information regulatory system, focusing on requirement analysis of primary functions of traffic monitoring subsystem, quality of service monitoring subsystem, trends forecast subsystem, event alert disposal subsystems, and event alert disposal subsystems, etc.3. Design and implementation of logistics information supervision system.On the basis of accomplishing the overall system design based on SOA, it develops detailed design on system processes, business functions and databases, aimed at each subsystem module of logistics information supervision system, so that the specific functions of logistics information supervision system can be fulfilled ultimately.This study explores the design and implementation of logistics information supervision system based on SOA, fulfilling functions of supervision, management and operational guidance for relevant functional departments to the logistics industry. This system can support data extraction and manage business information from different logistics enterprises, providing favorable data support and decision-making basis for the supervision of logistics industry in a province. Simultaneously it conducts a certain exploration of promoting the utilization and practical value of data resources information in logistics enterprises. After integration tests and running on the line, the operation of this system shows a good safety and stability, achieving the purpose and goals of designing and developing this system, with desired effect in the practical application.
