With the development of economic society,people's life is getting better.Meanwhile,we are facing more and more insecure factors.Risk is everywhere in our daily life,which will threaten our lives and possessions.Therefore,improving emergency management capability is the urgent affairs of government.The emergency broadcast system is a basic vector for delivering emergencies and making responses.It can quickly deliver information to its users,and provide the most authoritative news,action guidance as well as popularize security knowledge to people in the stricken area.At the same time,it can provide more specific guidance to other rescue workers.Now GIS also plays an important role in handling emergencies,scheduling of resources and managing.This paper combines geographic information with emergency broadcast by combining the business needs of emergency broadcasting,design and develop the emergency broadcast geographic information platform.The main content of this research has the following aspects:(1)Using the geographic coding function of GIS,the text in the address with emergency disaster which need to be transferred,can through three steps,that are analysis,matches and positioning,to gain Geo-spatial coordinates,and integrate them into emergency broadcast instructions,with the guidance of geographical information,and reduce number of nodes involved in the data exchange process,in order to reduce the energy consumption of emergency broadcast signals in the transmission process.(2)One of the most important part in emergency broadcast is the management of emergency disaster information,regardless of the pre-disaster,disaster or post-disaster processes.GIS technology can be applied to emergency response,and by means of Geodatabase technology,acquiring basic geographic information and other data to combine geographic information with emergency management to provide accurate information for the disaster area.(3)To improve the efficiency of emergency broadcasting,an efficient emergency broadcast receiving terminal needs to be established.The terminal needs to meet two requirements:?a.The planned location must meet the broadcast terminal setup conditions;?b.The total amount of emergency information coverage needs to be increased to the maximum extent.But at the same times it needs to minimize the installation costs.Here put forward a layout plan of emergency broadcasting terminal based on GIS and possibility theory.Through the spatial analysis capabilities of GIS,choose the area that fits emergency broadcast receiving terminal setup conditions.On this basis,the possibility algorithm is used to solve the problem of the uncertainties in handling the installation cost of the emergency broadcast terminal,and eventually to establish it.Finally,the corresponding prototype system was designed and developed based on the content of these several aspects and the business needs of emergency broadcasting,the main functional modules including: timing broadcasting,real-time broadcasting,terminal management,emergency disaster information management,system configuration and so on.
