| In the 21st century, with the rapid development of economy in our country, human society is facing many challenges of public accidents. The serious consequences of the accidents are due to not only some irresistible factors, but also the lack of emergency and rescue measures after the accident. These unexpected events have resulted in enormous harm to human?s lives and health and become a major threat to stability and development of the society.Emergency rescue has been regarded as paramount significance by government and enterprises according of the cases above and many emergency projects have been established. But there is not a uniform standard for those projects written in papers with unspecific descriptions and not detailed methods which lack of cooperation among departments of government. Also projects have not been propagandized, trained, maintained and taken into action after established.Therefore, it is of paramount significance that a clear emergency management platform should be developed. In the"Emergency management information platform for Jilin province"the project is digitalized so that the departments relative can manage their daily work and emergency management according to the project, consummate every method, store enough material for emergency cases and make sure that effective methods can be take into action when accidents happen and decrease the loss in the accident.This paper derived from the project: Emergency management information platform for Jilin province. The emergency platform was proposed by production safety supervision of Jilin province and developed by members of emergency project in database and intelligent network lab of Jilin university. It offers an information sharing platform to the authorizer and users of this emergency management.We emphasize the establishment of the resource allocation model in the intelligent decision module and we use Genetic Algorithm to work out in the research of the emergency platform. The goal of studying the resources allocation model is to lower the cost of time and offer intelligent decision support. The main content of the research is to make mathematics analyses for the dispatch of vehicle of emergency resource transport and offer optimized dispatch management for vehicle, and establish a optimized dispatch computer management system based on the representative resources allocation model. At last, the emergency resources dispatch management should be used into the emergency platform and realize the intelligent dispatch of emergency resources.The overall structure of this paper is as follows:In chapter 1, first, analyze the types and harm of unexpected events inland and abroad and illustrated the importance of the projects and emergency platform. Second, show the background and significance of the project. Last, describe that intelligent allocation as questions need to be solved at the time to rescue is the focus.In chapter 2, compare the advantages and disadvantages of various types of heuristic algorithms, then, determine genetic algorithm as the algorithm to solve the resource allocation model, and describe the basic principle and process of genetic algorithm.In chaper 3, through the total design of the emergency job, we determined the goal as the problem of multi-service centers, soft time windows and non-loaded resource allocations. We added the traffic factor in it and created the allocation model aimed at obtaining the shortest time. Finally the solving procedures of the tradional genetic algorithm was described.In chaper 4, according to the rules of requirement analysis, total design and details design, we implemented the emergency platform by applying our resource allocation model to it.In chaper 5, we summarized the paper, analysised the pros and cons and presented the unsoloved problems.This research used a theoretical and practical technology route. To construct Jilin Province the emergency database system, we complied with"the national emergency platform system technical requirements (for trial implementation)"and based on the data and information which were provided by Production Safety Supervision and Administration of Jilin Province. That includes contingency plans for digital standard (draft); set up emergency plans and case database architecture; provide the formulation of major emergency plans function; and Set up resource allocation model.This project is an important component of the National Technology Plan to support the subject,"the provincial and city emergency platform technology R & D and Emergency Response Model (Jilin Province)"(2006BAK01A33). It achieves the goal of Emergency database system, intelligent decision support and emergency assessment. The project development responded positively to the call of Jilin Province Development and Reform Commission,and Completed all requirements of Production Safety Supervision and Administration of Jilin Province.The computer dispatch system to optimize delivery of goods which is set up by this project has some reference value for express service of emergency supplies and the improvement of the intelligence level of emergency platform.It initially implemented intelligent emergency platform.and has laid a good foundation for the emergency platform to continue research and development. At the same time, it proved the advantages of the heuristic algorithm in the field of emergency management. This resources allocation model can also be applied to other time goal areas. The study of the project have the theoretical and practical significance.The main services of the system are in the field of production safety. Relevant departments need continue to study and develop various types of emergency platforms in the field of natural disaster, social order and so on. Its target is to enhance the capacity of the government's emergency rescue and ensure the work of emergency rescue efficiency. This emergency platform has a certain reference value.However, because of the limited time, the research of the project had some shortcomings. Such as we did not consider the weather and other external factors on the delivery efficiency when setting up the model and we only take the traditional genetic algorithm to solve the Model.Further more, there are many intelligent modules to be developed, such as crowd dispersal model. |
