With the rhythm of the urban residents’life accelerating rapidly and high requirements of life quality, more and more people choose to wash family clothing in the professional laundry. In recent years, the washing and dyeing industry in our country has kept annual growth of no less than 6%. However, nowadays when people want to enjoy the laundry service, they have to go to the dry cleaner by themselves or phone the dry cleaner, and this mode has caused some inconvenience. Some people have to give up this service just because they cannot go to the laundry or cannot find right laundry. Besides, because it is not easy to manage the decentralized laundry scientifically, the quality of laundry can’t be ensured. This mode has caused serious water pollution and high energy consumption. In view of the above situation, the concept of "centralized 020 laundry" is produced. This is a good way to solve the defects of laundry service.Nowadays,O2O has been used in food, clothing, home appliances and other industries successfully. For example, "are you hungry" as a platform for online ordering is developing rapidly. Its firm scale, city cover and order quantity are growing in annual growth of no less than 10%. The mature 020 mode in these industries provides good experience for developing laundry 020. In addition, the development of mobile Internet technology, the popularity of smart phones as well as the extensive research of logistics scheduling algorithm provide support for the realization of the entire operating system. According to other industries’ successful experience, one of the cores in 020 is the management of logistics. In this paper, the research focuses on the 020 mode of Washing and Dyeing Industry and key technologies of Logistics scheduling and Management System are studied.The main research contents of this paper are as follows:(1). The research and implementation of logistics vehicle allocation strategy for washing and dyeing industry. Considering that there are multiple logistics personnel and customers in the whole system, in order to respond to the customers’ order more quickly, a logistics distribution strategy based on region is proposed. This policy requires that each logistics personnel are responsible for all the customers’ orders within a designated area, and matching area by using ray algorithm. At the same time, in order to ensure that the order is responded timely, the support staffs supervise the orders by using the push technology and related technology of map.(2). The research and implementation of recommending strategy for a logistics dynamic path. After analyzing the order characteristics of washing and dyeing industry, this paper sets up the recommendation model of dynamic logistics path point referencing customer waiting time and the distance between the customer and logistics. After comparing the single preemptive priority scheduling algorithm to the high response ratio scheduling algorithm, the high response ratio algorithm is used in logistics dynamic path planning strategy. This strategy can reduce logistics driving distance and the users’ waiting time effectively.(3). Based on the research of algorithm, design and implement a logistics scheduling and management system. This system integrates area intelligent matching order platform, the service intelligent supervision platform, customer order reviewing platform, personnel management, regional management and order management platform, etc. Besides, in order to ensure system server normally, the function of server failure recovery after the server restart is designed and implemented.In this paper, logistics vehicle allocation strategy and recommending strategy for a logistics dynamic path have an important referenced value in the actual application. It can provide some theoretical support for the 020 mode of washing and dyeing Industry. The system based on the research not only provides customers with more efficient and convenient laundry service but also servers the 020 mode of washing and dyeing Industry, which provides a largely help to reduce the waste of hydropower resources.
