In rcent years, the power engineering of our country is developing rapidly, and the power network has been implemented for many years.This has played a huge role in promoting the economic development of our country, and it has a greater effect on the improvement of people’s living standards.The high cost of power engineering will affect the economic development of China and the power engineering can’t advance rapidly. If the cost of power engineering is too low, it is difficult to have comprehensive consideration during the power engineering implementation period, and the quality of the project is hard to guarantee, and this will hinder the development of power engineering.The level of power engineering cost basically reflects the health quality of power engineering, and also can affect the healthy development of electric power engineering.We all hope themaximum reduction of power engineering cost in the premise of the quality of engineering construction. In the premise of meeting the quality of construction, the low costwill make the investors have a greater enthusiasm, saving expenses, at the same time will improve the engineering quality of the strict management and power economic benefits So how to scientific and effective cost control is the most critical issue facing now. Nowadays, the high cost of electric power project is closely related with the management mode, and it can be further implemented to control cost.In view of the problems existing in the electric power engineering construction cost management, constructa power engineering cost management system. It will incorporate all relevant departments of power company into the system,realize the engineering cost data timely and accurate circulation of each department,at the same time, we can regulate the power company in the power engineering cost management, improve the work efficiency, and standardize the process of cost management,so as to improve the power engineering cost management level and efficiency.The system uses the mature J2 EE three layer technology structure, using B/S structure. This architecture transforms the traditional input, processing and input models into the user interaction model, which is a multi level Web commercial application,and a multi-level Web commercial application. The three tier architecture not only improves the efficiency of the development, but also improves the maintenance of the system. According to the function design of electric power engineering cost management system, the system is divided into multiple modules, my work, transmission management, evaluate the budget management, budget management, change management, material management, etc. This dissertation describs the system background, related technology, needs analysis, design, implementation and testing according to the functional design. Through the implementation of the system, it can lead practice and scientific management to the power project cost management,in line with relevant national engineering management requirement. The system has the advantages of simple operation, simple interface, etc. Through this system, the power engineering cost management is improved, and the working efficiency is improved.
