| With the continuous improvement of China's total economic output,the telecommunications industry has made rapid progress.Following from the 2G era to the 3G technological breakthrough,and then starting from the 4G synchronization,China's telecommunications industry has achieved leapfrog development again and again.China's telecommunications equipment manufacturing enterprises have achieved a breakthrough in global scale business.There are obvious differences between the telecommunications equipment manufacturing industry and the general consumer electronics industry in the stage of sales and service.The telecommunications equipment sales service includes the construction work of large-scale communication projects.As the most advanced telecommunications industry in information and digitization,project management has already started and achieved good results.Based on the practical communication engineering project and the theoretical knowledge of project management,this paper discusses the problem of cost management in project management and the relationship between cost management and other project management fields by using the method of literature research.Case study method shows team organization,cost baseline calculation,cost management process record and cost reduction measures in project cost management through the case of GU project in X country.It also makes a detailed study on how to establish and maintain single proj ect cost management.Empirical research method compares the similarities and differences between domestic and foreign projects,and draws the root cause of the difficulty in realizing the real cost management of domestic operators'communication projects,especially the dynamic change of project scope and project resources.The author insists that project management without cost can not realize the real value of project management and the function of driving all members through project value.Therefore,this paper empirically studies multi-project cost management from the perspective of portfolio project,adopts the idea of dynamic scope management and resource management,overcomes the difficulties of communication delivery projects of domestic operators,and completes the cost management of portfolio projects.The process of cost management is digitized,and the process is clear and controllable.With the help of EV/CV/PV,the value obtained by using portfolio proj ect cost management can be obtained.After creating value,project allocation research can enhance the overall project efficiency and strengthen production relations.China is about to usher in the 5G lead,and the communication industry will take a key step to realize the network power.The methods summarized in this paper are of reference value to the current implementation of the 4G project and the upcoming 5G project,as well as to other industries that are realizing the digital transformation. |
