On the demand analysis,we used the data diagrams to descriped every module of the system, and prepare the detailed design of work systems.In the system design, the system is modular in design, the design of the Intergovernmental e-government systems, electronic surveillance systems, administrative power systems, management systems, and price verification system of normative documents include five functional modules, the concept of the database and logic design prototypes. Thus the various modules within the system modules to achieve high cohesion and low coupling module, the system assigns clear responsibilities, and ultimately the system goals.This paper uses Java technology to develop, as a new kind of electronic government affairs platform still adopts B/S architecture design and development, in the development process of the whole platform, research on Intergovernmental e-government platform based on.NET framework, including the establishment of the business architecture, module design and design patterns and the selection of the design of the whole process of the software. The system uses the B/S structure, at the same time the application of factory pattern design method makes the platform more extended, in the latter part of the database from medium to upgrade to large only need to update the configuration files, physical files covering the database server can be completed in the stage of transition.
