With the continuous development of power enterprise information construction, increasingly complex business needs of various types of information, business dependence on information systems is also growing. Huizhou Power Supply Bureau of Guangdong Power Grid Corporation as a freshman under the power companies, after years of information systems, the network has covered all the relevant production departments, information systems has become an indispensable tool for the daily management. With the information system itself as the function point increase coverage, there are also lags behind IT operation and maintenance management issues, and therefore need to establish a sound and mature operation and maintenance management system to improve the operation and maintenance of the level of operation and maintenance department in achieving more IT operation and maintenance of high quality of service while reducing service costs.Based on the popular idea of a modular program design, the three-tier architecture using Java development model design, graphic design through the process, each department personnel through the standard process flow, using the ITIL guidelines and principles to build high-performance management system complete coverage of all sectors to focus Huizhou power Supply Bureau, unified information management system development and construction work. This paper first describes the origin and significance of the research, analyzes and abroad in recent years, the development and operation and maintenance management of the status quo; then according to the study analyzes the status of power supply bureau system functional requirements, the main features of the system are: Service Request Management, incident management, change management, release management, directional work system management, statistical charts, data dictionary management, configuration management, and system management. The system focuses on how to collect requirements and defect; management system how to integrate the scattered; and how to realize resource sharing, data sharing, the status and treatment results feedback to the user.Analysis and design for the needs of the overall structure of the relevant technical systems, data modeling, and systems are used, including the development of tools using MyEclipse, ExtJS3, the database uses the MySql5.0; then focuses on the service request management, incident management, change design and implementation of management, release management and other functional modules have been implemented for the final system was discussed functional testing, performance testing and other aspects. Through the system construction, operation and maintenance management information system provides comprehensive support for business functions, to achieve standardization of operation and maintenance services, to improve the level of service and quality.In this paper, the research and development of the operation and maintenance management systems through scientific argumentation theory, have been successfully deployed multiple project teams of Huizhou Power Supply Bureau, and achieved good results. After the implementation of the system, the power companies will reduce duplication and redundancy of work, the effective use of human resources; improve the professional quality of the operation and maintenance personnel, improve service capacity and efficiency of the staff; Standardized level of service operation and maintenance department, standardize work processes, reduce risks caused by the personnel changes; improve service availability, reliability and security, to provide high quality services for business users, from the overall tremendous economic value to the enterprise, enhance the competitiveness of enterprises.
