With our country's society and economic rapid development, all walks of life in the development are paying more and more attention to use advanced technology to improve enterprise's soft power. Along with the development of the domestic enterprise informatization process, all kinds of business enterprise are strongly relying on IT systems. The operation of the enterprise work request IT department to provide stable and efficient support and services. So a higher request of the coordination and management of IT department internal are also put forward.There are some problems existing, such as the work process is not standard, the management means are backward, work resources are not unified, the staff are lack of service consciousness. They may cause the phenomenon such as work flexibility is not high, event processing is not timely, the working efficiency is low, the use of resource is imbalance, the enterprise work enthusiasm is poor.In working process, enterprises gradually realized that the lack of effective management and coordination is the main reason for the IT department work efficiency and effectiveness, and even the "bottleneck" in current enterprise information construction. So it is necessary to establish the IT service management system to change the shortcomings currently existing in the IT department, to obtain a higher efficiency and better management effect.Based on the analysis of the deficiency existing in the current IT service management, the system adopts scientific working method, operating mode and business process to design and realize a complete effective IT service management system with the combination of the modern information technology and scientific management methods.In this paper, after studying the development of IT service management and the current situation of the development background and research significance, the current shortage of IT service management in our country enterprise is founded. Then with the in-depth study of ITIL and IT service management system and related technical concepts,the system is implemented by using.NET technology and c # language, IIS, and SQLServer. At present the system runs stably with a good user effect. It carries out the scientific and orderly management of distribution of IT services and improves the unity and rationality of the allocation and use of resources in enterprise. The system effectively improves the IT service quality and efficiency of the enterprise IT department.
