The computer and network-based IT infrastructure have a wide range of applications in the electric government affairs information system in our country. With the application of IT in-depth and scale, the IT service management has become more and more important and indispensable. However, traditional IT management only focuses on the technical level, but ignores the business support services and the process of monitoring and management needs.As a well-rounded IT management model, the ITSM based on the ITIL (IT Infrastructure Library) has come under increasing attention. ITIL V3 will be locked in a keynote "IT service management easier", with the core of the service life cycle. It provides a scientific and operational management model for the ITSM of e-government Affairs.In this paper, the use of ITIL theory, we have developed the software for the court ITSM. This is a sample for the ITSM of e-government Affairs in our country. This software has achieved IT Service Valuing with the Service Strategy theory. It enables the use of the fund of the IT service more transparent, and makes easy to get the support from the financial department. It lays the good foundation for the sustainable development of the ITSM.To the point of view for IT service manager, the software with the aim of supervisory services and quantifiable services. The software consists of the subsystems of assets managements, financial management, SLA management, service desk management, knowledge base management and task management. The software has the advantages of scalability, usability, and security. It provided the standard data interface, and could easily integrate with the other ITSM systems. It is a strong base for the achievement of the full ITIL management flow.
