Nowadays, Mobile Communication carriers’ service covers lots of industries. The communication capability, system platform stability and service capability of Mobile communication carrier become more and more important. In order to keep competitiveness between all competitors, the majority Communication carriers continuously improve management flow and service flow by management innovation.Furthermore, they need to upgrade their technology combined with advanced network technique domestic and overseas. By using more efficient management tools could they achieve specialized management. According to the background and the technology development tendency, Tianjin, Hebei district, Tietong Telecommunications(CTT) is eager to get a high efficiency solution for operation and maintenance management system. This solution will be strong support for CTT’s business development.The current operation modes of Tianjin, Hebei district, CCT, mainly rely on manual operation. When the system or network equipment malfunctions, it’s very difficult to locate problem and trouble shooting, and take longer time. The network management staff couldn’t manage IT network from holistic point of view and pre-judge perspective. According to Tianjin, Hebei district, CCT’s characteristics, the new system is developed based on Java technology, and the application platform is developed by C/S model. Meanwhile, overall system frame is developed by layered architecture, backend database is using SQL Server database, software development is using My Eclipse. We analyzed demand of Tianjin, Hebei district, CCT, the operation and maintenance management system should include system operation and maintenance module, network operation and maintenance module, decision analysis module, report management and unified management platform. Every functional module should include many sub-modules. This system is an operation and maintenance platform based on electronic processing; it could integrate with other business service then realize strong support to customer service, business implementation. This system could also be linked up with internal BOSS system in CCT, and connect with SMS and Email to remind progress. Finally, the realization of a solution of electronic processing based operation and maintenance system could satisfy CCT’s business requirement and support CCT’s business development.This system can efficiently monitor operation system environment, network environment, data storage environment, information security environment, business application environment. This system can accurately find the problem and diagnose cause of abnormal system, furthermore, it will provide repair plan. This system will be strong technical support to Tianjin, Hebei district, CCT for business development and will appear big benefit for IT investment, it would make CCT put more focus on marketing development.
