With the development of science and technology, the global developing economy and the coming age of information, the remote video surveillance technology has played an increasingly important role in today’s society, and the study of video surveillance transmission protocol has been paid more and more attention.The video publishing module of most current video surveillance systems were designed as C/S mode, which has resulted in that the operator has to pay the high cost of broadband. And this greatly limited the video surveillance’s application in the field of logistics.Traditional P2 P technology can help reduce bandwidth costs on service side, but the operator need to develop specific client which cannot be used in different platform. The P2 P video delivery platform based on Flash not only greatly reduces bandwidth consumption on the server side, but also without the development of specialized client,and the video surveillance player can be ran in almost all browsers. Therefore, using Flash P2 P technology in video surveillance system should be paid more attention. This article will discuss RTMFP protocol deeply from the protocol data format, protocol interaction processes, application of protocols, traffic characteristics, traffic localization and other aspects. And for overcoming the shortcomings existed during the practical application of Flash P2 P, an Openflow based Traffic Optimization solution was proposed, and this solution is proved to can improve the Qos and the traffic localization level. And finally, an RTMFP based video surveillance and protocol analysis system was designed and implemented. The RTMFP protocol analysis module of the system can identify the RTMFP packet and real-time display the current variation of Flash P2 P traffic. And the RTMFP based video surveillance module of the system successfully solute the problems of traditional remote video surveillance system of high bandwidth consumption and not cross-platform.
