With the continuous improvement and popularization of mobile terminal technology, the network video monitoring technology is becoming the concern of various major manufacturers. And the mobile video monitoring system based on Android is exactly what Fujian Star-Net Security Co., Ltd. needs.This paper proposes a Framework Program for mobile video monitoring system according to this company’s R&D Foundation in this field and the needs of this project, the basic idea of which is to use the company’s "Xing-yun Platform" to achieve the unified authorization of mobile terminals so as to solve the problem of centralized management. As for monitoring video transmission and front-end monitoring equipment control, mobile terminals and front-end monitoring equipment would be directly connected so that audio-video data and control instruction can be transferred directly between mobile terminals and front-end equipment. In this way, the construction cost of traditional video monitoring systems and video servers with high performance requirements can be omitted so that the video transmission process can be simplified and transmission efficiency can be improved by cutting the bandwidth overhead and time spending. Also, the instantaneity of mobile terminal login and video image can be improved. In addition to the "Xing-yun Platform", other key technologies of this program are the ancillary mobile client monitoring software and the issue of solving the network access problem of devices under the heterogeneous network environment.This paper focuses on the design of mobile client monitoring software based on Android and the R&D of the key technologies of how to slove the network access of front-end equipment under the circumstance of heterogeneous environment and warning information push problems. It is able to achieve a series of functions such as real-time browsing, remote playback, device management, image & video management and warning information push. The network communication module, video decoding module, audio-video synchronization module, video display module and the subsystem of XMPP-based information push are also involved. The system test results show that the performance and function of monitoring software, which has been put into practical use, can meet the expected goal under the network environment of 1M bandwidth,2M bandwidth and Local Area Network.
