Public traffic safety is always an issue of concern and one important method tomake sure it is vehicle monitoring. In recent years, with the development of mobilecommunications and multimedia technology, video Monitor technology which mergesmobile phones, networks, multimedia technology together has made great progress. Itis possible to provide streaming media service through mobile networks.3G vehiclevideo monitoring system provides a solution for public transport monitoring toimprove the efficiency of the bus company, to increase economic and social benefits.Based on the characteristics of3G and Android, the paper designs andimplements a vehicle monitoring management background and mobile client software.The media server can communicate with bus terminal, receive video data, make localcache and send the data to multi-clients to play video for monitors. The paperintroduces concept of cluster media server and designs a minimal schedulingalgorithm to solve the problem about overloading in one media server and a double-cache algorithm is put forward for the frame jitter. The mobile client software is basedon Android. The paper transplants FFmpeg to Android as video decoding library withpruning. Besides, it applies the Android API. What’s more a database is designed tomaintain the information of the system like login, bus and so on. The systemimplements the function of remote video monitoring by telephone.The paper realizes a media server management system on Windows and atelephone monitoring client on Android. The result shows that the design canimplement the effective management of vehicle video and the remote monitoring ontelephone with stable and reliable to meet the goal.
