With the rapid development of China’s economy and the continuous improvement ofpeople’s living standards, people put forward a higher requirements for their own safetyissues, traditional monitoring system faces problems like not flexible, low efficiency, highcost of maintenance etc., and it has been unable to meet people’s demand, the market needfor a monitor system that flexible, stable performance, low maintenance cost, can take theinitiative to analyze and give out early warning, intelligent video surveillance systems is atrend in the future of video surveillance systems, from the perspective of market demandintelligent video surveillance system is gaining more and more attention, and the demand iskeeping on rising. From a technical standpoint, intelligent video surveillance will developtowards the direction that adapt more complex scenes, analyze and identify more unusualbehavior. Intelligent video surveillance technology is a forward-looking research in the field,it contains not only a huge scientific value but also includes a huge commercial value. Interms of mobile intelligent terminal, Google developed Android platform which greatlypromoted the development of mobile intelligent terminals, because of its openness, it bringsthe opportunity to the popularity of smart mobile video surveillance system. Therefore,research and development a intelligent video surveillance system based on Android platformhas great practical significance and market prospects.The main work is as follows:(1) Analysis of the research status of intelligent monitoring system based on theAndroid platform, summed up the current needs of intelligent monitoring, confirming thenecessity of the research for intelligent monitoring system based on the Android platform.(2) The system uses RTP/RTCP for video data transmission and control, using RSTPto achieve the establishment and control of streaming media server and client sessions, andusing Live555streaming media server for the forwarding of the live video stream.(3) Analyzes the shortcomings of H.264encoder and improve it in the video codingmodule, enhance the coding efficiency.(4) Analyzes existing algorithms for H.264RTP packets and found out the insufficient,then improve it properly to enhance the efficiency of the packet.In the video transmissionmodule, with a modified RTP adaptive algorithm to control traffic congestion to ensure acertain QoS.The buffer is optimized in the video receiving module to reduce packet loss anddelay to improve the broadcast quality of the real-time video. (5) Cropping and optimizing FFmpeg multimedia decoding library and then ported tothe Android platform, through JNI technology to achieve the decoding of the video data toimprove the decoding efficiency.(6) Invoking the SMS platform to send alarm messages to the user, prompts the user toview real-time alarm video, realized the true meaning24-hour surveillance.Through the above work, the intelligent video surveillance system based on theAndroid platform achieved successfully, after testing, the system is stable, the picture isclear and smooth, and the delay is small. The system greatly reduces the labor intensity ofthe security personnel and the pressure of the video storage, achieved a true sense ofreal-time monitoring24hours a day.
