Weather forecast and meteorological early warning are much more demanding than ever before as frequent natural disasters and extreme weather events happened in recent years. The acquisition of timeliness and accuracy of weather forecast and meteorological early warning has been one of the most concerns of the whole society. The accuracy of weather forecast and meteorological early warning is heavily based on amount of real-time and historical meteorology and hydrology data.The automaticity of meteorological observation and hydrological monitoring have been improved greatly as the completion of automatic system on monitoring air in provincial meteorological bureaus and on hydrologic monitoring in hydrology departments. However, because of the dispersion of meteorological and hydrological data in provincial level, we lack a unified and standardized kind of shared database and data query system to provide exact real-time and historical meteorology and hydrology data. The design and implementation of comprehensive query system on meteorology and hydrology information are to improve a situation that there’s no integrated shared database and meteorology and hydrology data query system in provincial levels, and to address a problem that database lack of a unified standard in n meteorological bureau and hydrology department.Based on the WebGIS technology and B/S model, the platform aims at meeting the demand of integrated queries on meteorology and hydrology information. The platform offers the query and retrieval with contrastive analysis on real-time meteorological and hydrology observation information, such as rain,temperture,pressure,wind, water level, and water flow.This platform is also used to decode the telegraphic messages from both meteorology station and hydrology station, and to search and analyze the elements data. With a graphical user interface, this platform supplys a function of map plotting using GIS data, and generating contour map and imagesc. In addition, with a function of early warning and user control, the platform also offers a way of managing station information, and basic system information configuration.After implementation, this platform supply the search of real-time meteorology and hydrology information, and early warning of severe weather system for different business unit in provincial level. It also could offer detailed, reliable and scientific meteorology and hydrology data for major construction project.
