With the continuing expansion in Internet uses, information flow rate and bandwidth, users give higher expectation on their movement in the Internet world. The traditional Web application surface is monotonous, which cannot process the data well or interact with other programs, and thereafter make the users less interested in using it. However, the invention of RIA successfully draws the users'attention. Among the current RIA development technologies, the RIA Flex has been commonly adopted.It is noticeable that in the research area of Pavement Management System, a lot of extensive and in-depth research jobs have been done; however, scarcely could we see the web-based interactive pavement maintenance decision policy system having been adopted. In this essay, I drive the research down to the focus on "Shaanxi Highway Maintenance Decision and Support System", which is a project that features the pavement maintenance works in the Shaanxi Province, and has been developed to install the general decision-making and supportive functions of the pavement surface data management, analysis, prediction and corresponding generation of the maintenance policy.With the question exposed that the Web Interactive Application is lacked from the maintenance policy system, this system synthesizes the RIA Flex and the Java EE to develop the Web. The system adopts the RIA Flex technology to develop the Information Representation and Analysis Platform based on WebGIS, and thus is able to perform the functions of checking routine, basic information of the path, site information and Pavement Index Analysis. The platform can analyze directly, present information and render supportive macroscopic data. The system utilizes the features of Flex, and thus possesses the features of interaction, aesthetic interface, and functional graphic. The system implements the Graphic Show Function of Flex and to which the timer is combined, so that the "mjpeg" format file can be transformed to video stream to play, of which the function can be directly performed in the web browser with no other software being installed, in the streaming track while performing the download mission.
