Countries in the world in the twentieth century in the 1970 s, when a new wave of public administration, that is, at that time, the world as the new public management, driven by the government ’s reforms began. During the Government’s reform movement,to improve the efficiency of government departments by the time attention. Performance evaluation of government departments is the prevalent new public management in the public sector an important means for performance improvement,but also was the implementation of a service-oriented government priorities. Performance evaluation can help organizations achieve the goal,the organization staff performance appraisal can also improve the management level within the organization,but also to improve the organization of human resources management to improve a great help,thus government performance evaluation by the world government departments attaches great importance to the administration was carried out important content. Evaluation of performance appraisal index system is established into the key performance evaluation,performance management was also the government sector reform. The government tax agency performance evaluation also highlights the government departments concerned.This paper analyzes the topics of the background,describes the performance evaluation of domestic and foreign tax authorities situation,identify the main research content,research objectives and significance of the study,the use of system specific technical development roadmap,and later analysis of specific AHP, "3E" evaluation, key performance indicators and other evaluation methods of performance evaluation strengths and weaknesses,in a clear assessment on the basis of the object, select the appropriate performance evaluation methods to build grass-roots tax authorities evaluation system,the establishment of the tax assessment system,improve tax collection agency management level. During this extensive literature research and empirical investigation,based on a needs analysis on the development of the system, and use plain language to communicate with the user in-depth,clear user needs, establish needs analysis document, and then select the appropriate performance evaluation method to establish performance evaluation index system,choose to use the Unified Modeling language(UML) detailed analysis of the system,the use of J2 EE development platform, select the B / S system architecture,SQL Server2000 database as system support for grass-roots tax agency’s performance evaluation system development and design, the final assessment on the development of the system more functional and non-functional test,the system put into operation after standard.This grass-roots tax authorities for the performance evaluation of the performance evaluation index designed to quantify,and the design is simple,with universal applicability. This paper aims to tax authorities to establish performance evaluation system to improve the management level of the tax departments,tax departments to improve performance levels,the tax authorities to resolve the current problems in the management.
