In current society, staff training and cultivation has already become an essentialfactor to success of an enterprise, which can be seen from enterprises home andabroad, such as Apple company and GM company. It is a compulsory subject for eachenterprise at present, that how to figure out, recognize&cultivate the staff. As anenterprise with history over one hundred years, China Unicom doesn’t ignore theimportance of performance assessment on the basis of emphasizing businessdevelopment. Along with increasing business scale and constantly growing staffquantity, China Unicom has more burdens on staff assessment and performance. As abusiness supervisor of marketing section, I participated in execution plan regardingstaff performance assessment of the company. The plan aims to achieve dynamiccontrol of all staff information though system support, and can present staffperformance assessment scores periodically via combination mode of daily work andperformance completion status. Finally, the company is able to train and cultivateadvanced staff visually and accurately as per result of assessment. This subject isbased on design and develops a set of complete staff assessment and performancesystem. This paper starts form requirement of China Unicom, and proceed withcompany behavior, achievement, index and other aspects. Further, the paper takesimprovement of the whole company’s operation efficiency as starting point, in termsof standard procedures of software exploration. The requirement analysis explains thesystem requirement analysis in two aspects, that is, functional demand andnon-functional demand. Requirement analysis of functional requirement begins withfunctional module partition of the system, while non-functional demand consists ofuser interface demand, software environmental requirement and hardwareenvironmental requirement. Modular design introduction mainly includes one mode,three-layer framework and five modules. One mode mainly includes integral MVCdesign mode. Three-layer framework includes control layer (action layer), businesslogical layer (biz layer), and data endurance layer (dao layer). In addition,development of the system refers to five modules: registry login and staffinformation module, staff on-line test module, staff performance module, businessdevelopment correlation module and system management module. The last part isdeployment for the system, mainly regarding test and deployment work aftercompletion and before operation, test plan making, test report writing, findingproblems&disadvantages during operation and timely optimization. Currently, the design and development of employee performance appraisal system of Shenyang Unicom only realizes the first step of systematic support of China Unicom employee performance appraisal. The future system upgrade and development will realize more intelligent upgrade and perfection on the basis of performance moduleand business development module.
