Design And Realization For The Chengdu Government Procurement Information System

The original purchasing management mostly adopted paper-based forms, which greatly affected the efficiency of the procurement management personnel and increased the purchasing cost and difficulty to a certain extent. As a part of the electronic government construction at present stage, network informatization procurement system can realize the combination of network purchasing and online office and make supplier management, order management, bidding management and information management intensely. At the same time, its construction can not only improve the government procurement efficiency and reduce procurement costs, but also make the future government procurement more transparent, open, and fair.The article firstly introduces the business characteristics of government procurement, procurement regulations and the informatization construction status quo of government procurement at home and abroad at present. Then the business relationships between the various procurement departments in Chengdu municipal government were analyzed. Finally, the feasibility and necessity to build a network purchasing information system are analyzed. According to the above analysis, a government procurement system based on.NET technology and SQL Server 2008 database technology is put forward. To complete the development of the system, seven aspects including the introduction of related system development technologies and methods, general design, detailed design, function module design, database design, system implementation and system test is applied. The implementation of the system can meet the needs of the Chengdu municipal government procurement management and improve the efficiency of the government procurement effectively. At the same time, it can provide the effective supervision to the government procurement practices to ensure the transparency and fairness of the government procurement.The construction of government procurement management system will powerfully promote the development of Chengdu municipal government procurement and make some contributions to the economic development in Chengdu. While the development of the system has a certain reference significance to the system construction in other departments and related industries.
