With the rapid development of society, the constructions of the infrastructure are carried out rapidly. Modern surveying equipment like electrical total stations, GPS satellite signal receivers, are widely used in practical project. Therefore, the amount of data that needed to be addressed when testing these instruments also increases significantly. The second research institute of China Railway, surveying instrument center(SRI-CR-SIC), affiliated to China Railway Engineering Group Co., Ltd., has long been engaged in repairing and calibrating water level instruments, theodolites, range finders, total stations, GPS receivers and other geodetic instruments. For a long period, the center has been using traditional analyzing and addressing method to deal with the calibrating data manually. Due to the complexity of the formulas and data, many limitations exist, such as low efficiency, poor confidentiality, etc. Meanwhile, a large amount of file data are generated in the long term of study, making the data querying, updating, and maintaining tasks more challenging. As a result, creating an electronic information management system for the mapping instruments calibrating for the SRICR-SIC is important. This system can provide the data processing engineers with adequate information and fast inquiry means. As a part of a software application, the use of software for data management has overwhelming advantages over manual management. It is quick to retrieve, easy to find, and is with high reliability, large storage capacity, perfect security, long life, and low cost. The system can save more human and material resources. And also, informatics management is also important condition for the SRI-CR-SIC to establish regularized manage and to keep in pace with the world.Processing large amounts of data to achieve reasonable data storage and processing, is a key issue during this software implementation. Database technology provides solid foundation for the realization of the mapping instruments calibrating information management system for SRI-CR-SIC. By using database technology to complete the storage and management of data, SRI-CR-SIC can achieve the electronic daily data management, data input, and electronic customer information management, and also ensure that customers perform perfect supervision during the calibrating process. Meanwhile, the program designed based on J2 EE technology and object-oriented programming can guarantee the most efficient and economical implementation of the system besides the successful completion of the program design. EJB components can ensure that the system be updated in real time upon request.According to the request for the mapping instrument calibrating information management system of the SRI-CR-SIC, this paper completed a functional analysis required to complete the system, by design three distinguishing users of the system, and analyzing the necessary functions and authority for each users to determine the task for program developers.Secondly, this work makes a survey and analysis of the required technology, according to the functions required, to design the construction and techniques needed for further system design. The final step in the system design is to design the system architecture based on the results of technical analysis. At the same time, complete the process flow diagram of the design, data storage form and personnel function diagram design. According to the preparation of the design, complete the programming. After the process is completed, in order to ensure the stability of the system, this work complete the system test, including information errors and input errors reminds, as well as system responding time test. The system has good performance.
