Damage on human from meteorological disasters and other public hazards seizes more and more attention of the society. Improving the early warning ability, strengthening early warning, forecasting the disaster information at the earliest, delivering most timely in this region that need been warned, telling people, getting ready is effective ways to reduce disaster losses. How to convey to the disaster early warning information timely and accurately and reduce disaster losses possibly becomes an urgent need to solve the major issue.Based on our country’s existing resources, technical system of broadcasting and television, and infrastructure, this paper puts forward the research train of thought. Firstly, this thesis describes the key technologies for technological research including emergency broadcast messages generated and system linkage, resource management and resource scheduling, message sending related protocol standard, multichannel adapter insert, encapsulation and news release effect evaluation, etc. Secondly, after complete technical research, the thesis develops emergency broadcast messages to generate and release system equipment, formulates relevant standards and sets up emergency broadcast messages to generate and release system. Finally, the system demonstrates the application includes grading, area, multi-sector joint emergency broadcast in pilot areas. Emergency broadcast text messages are released to the users of system emergency broadcast audio program in this way that includes digital cable TV, mobile multimedia broadcasting(CMMB), intermediate and FM analog broadcasting, digital terrestrial television, direct broadcast satellite, digital audio broadcasting, etc. Design and implementation of the system provides technical support for establishing a national emergency broadcasting system.The emergency broadcast news and publishing system is design and finished in paper. The emergency broadcast news and publishing system chooses J2 EE to design system and uses the mature SSH(Struts2.0, Spring3.0, Hibernate) framework for layout. The requirements analysis part of the system is completed through the emergency broadcast to generate and release process of academic research and practical application. The emergency broadcast news and publishing system includes emergency broadcast control subsystem, emergency broadcast news release and generated subsystem, emergency radio resource management and scheduling subsystem, distribution evaluation subsystem and network equipment, emergency broadcast news accept processing equipment, the user front-end equipment, etc. The design of the system what including network topology design, software architecture design, process design and database design is completed through the system demand analysis. The final system design can be converted to the implementation details. The whole system is finally completed through the implementation of various modules.
