As one of the most important energy force in modern society, all the time affects our lives, our country’s economic development electricity as basic industries, power is good or bad, the power can achieve reliable, continuous and efficient operation, will have a direct impact on the national economy of our country. With the demand for high-speed development and construction of new smart grid community, the traditional reliance on manual to complete the power meter, power management, review and electricity power cost management, real-time accuracy of the data stream it, or in the data aspects are clearly unable to meet the needs of modern power grid construction, and not have access to modern electricity grid. So how to use information technology to improve the electricity expense management becomes more and more important.On the status of the power cost management system at home and abroad research, analysis, design and implementation of electricity meter management, review and electricity charges for the core business of electricity expense management system. Systems can be divided into the customer file management, meter management, review management, electricity management of the four functional modules. Customer file management module can add, modify, edit customer information. Meter meter segment management module can manage, develop meter plan for data collection. Review management module can verify the correctness of the meter reading information. Electricity tariff issue management module can be completed, the calculation work. So that business people through the system to efficiently complete the electricity billing-related work.Now the popular application development methodology and application characteristics of this paper, the use of B / S(Browser / Server) architecture using J2 EE currently the most widely used software architecture MVC pattern implementation. In MyEclipse10 development tools, use the Oracle 10 g database, combined with Struts framework, Spring framework technology, future use of JSP technology for electricity management system interface display, background compiled using the Java programming language to design and implement a set of power management systems. Through the system to achieve the customer files, electricity meter reading, tariff review and management to achieve tariff management. After testing, demonstrate that the system meets the demand for electricity expense management to achieve the desired goals.
