With the economical development and continuous improvement in the degree of modernization, traffic information technology is becoming increasingly important. Compared to the rapid development of land-based traffic information management, sea transport information technology appears to have lagged and it has simply can not adapt to the current sea transport business growth needs and restricts the development of the city to a great extent. Therefore, it needs to establish a rapid, practical and efficient shipping information management system to comprehensive manages the traffic on the waterway information.It is essential to solve the current water traffic management problems by establish shipping information management system which uses changes methods of traditional management and uses modern high and new technology such as computer technology, geographic information systems (GIS), remote sensing (RS), satellite positioning technology (GPS) and related information management technology in the new century towards a knowledge-based economy and information age.Shipping information system development profiles is discussed in this paper. The transportation management system, port management system, channel management system, water safety management system are designed and complete realized and at the same the new realize method of time shipping information management system is also presented.In this paper, a full -new design idea and a whole design scheme based on comply with the requirements of software engineering and analysis of the existing office of the inadequacies of the system which from the overall perspective, gradually thinning of the provincial shipping information system for all aspects of the analysis is presented and then program and debug the software.System uses B/S mode of application design by use of Java technology, combined with MVC design patterns, and the development of the three-tier Web-based applications. It uses the analysis method of system engineering, object-oriented software technology, application of the three-tier structure of the system design and development. These methods allow wide-area system in the on-line to establish a highly efficient, safe, reliable information management and makes system more flexible in the development and easier to maintain in the process of running.This platform will be, as the core business of the closed-loop information systems linked to form a larger and more efficient organic whole, so that the sharing of resources and improve the timeliness of data, authenticity, extensive use efficiency and lays the foundation on a comprehensive achieve Information Management Bureau.
