In the information age, the continuous development of network architecture and the increasing user requirements have brought new challenges to network management. On one hand, how to guarantee the end-to-end network performance is becoming one of the key issues. With the evolution of the Next Generation Network, all kinds of network applications are rapidly developing. Moreover, real-time service(such as VoIP, video conferencing, multimedia remote instruction and video on demand etc) occur successively, which demands NGN guarantee end-to-end quality of service(QoS) urgently. On the other hand, business-oriented management becomes the development trend of network management. Since the normal operation of devices does not reflect the normal operation of corresponding services and users care more about the normality of network services, traditional network management, which takes devices as managed objects, is certainly insufficient for today’s complex services. What’s more, because the ultimate goal of networks and services is guarantee the quality of the business transaction and meeting the customers’ demands to generate revenue and profit, management services from a business perspective are needed.Thus, based on NGN architecture, this paper considers network services as the core of management, and proposes a novel network performance management framework. From business, service and network views, this framework monitors services and networks, so that can achieve comprehensive performance management. The main innovations include:1. Develops a mechanism to define the high-level alarms. Through real-time monitoring the services and users’ perceptions, we collect the information of services. Then build the mapping model between customer satisfaction and service indicator parameters by Neural Network System, so that we can derive those parameters’ weights on customer satisfaction under different circumstances. Based on those weights, we develop a mechanism to define the high-level alarms2. Proposes a novel network performance management framework. On the basis of the definition of high-level alarms, combined with the fuzzy association rule mining module of the background project and NGN management mechanism, this paper proposes a novel network performance management framework, which bridge the gap between end-to-end network performances and the high-level indicators.3. To validate the feasibility of our approach, we develop an online video system. Based on SOA, a distributed service system has been developed. Campus network users can access the services, so that they can query, download, watch videos and score for the services. Monitoring the business processes by BUS service, we can test our framework.
