In recent decades, our country, entering the new stage of modernized construction,increases reformation and development constantly. As people are rich in material, thefactors of influencing social public security are on the increase. Dealing with theseemergencies actively and effectively can greatly avoid property loss and casualties, sodesigning and developing a set of emergency management information system to copewith emergencies effectively, shows a particular importance. Based on the traditionalsystem of emergency management information reporting, this paper incorporates thetechnology of GIS location information and knowledge database query theory, provingthat the time performance of dealing with emergenies can be greatly improved thanever.Based on the traditional emergency management information system,Our systemis devoted to the information collection technology based on the GIS geographic andthe knowledge-based information technology assisted query. Compared withtraditional information collection and dissemination of emergency links, this paperputs forward recent location selection algorithm with GIS, by means of combiningDijkstra shortest path algorithm and GIS. It will use GIS-based geographicinformation system for forecasting and early warning of public emerge ncies, andsupport decision-making based on the location information for the system command,to achieve the best the emergency treatment effect. On the basis of traditionalemergency information inquiry, the paper, proposing Top_n-based emergencyinformation query algorithm with knowledge, uses a knowledge base to assist staff toquery and retrieve related emergencies or handled situation, which means using theknowledge base of the emergency system can store the classic emergencies andtreatment options for handling emergencies, providing efficient support for users.Based on the two algorithms,This paper designs and implements a system ofIntegrating GIS geographic information and knowledge fundamentally, and we presentthe design and implemetation in detail. Test results show us that the systemincorpating GIS information can break the limitation of time and space. By means ofcomputer information processing technology, emergency management information canautomatically, rapidly, timely, accurately and comprehensively transfer emergencies to burst event processing department of related provinces urban districts, completing theshift from manual mode shift to information technology model.
